That's a weak excuse. Monitoring campaign finance is already a complex dance of disclosures and audits; adding a cap simply means more specific numbers to track, not an impossible task. The "difficulty" of monitoring shouldn't be a shield for unlimited, dark money influence. Don't tell me we can't do something because it's "hard."
