Look, I need you to actually make an argument about whether institutions are failing us before I can properly dismantle your position. Are you saying institutions ARE failing because they can't handle tough guys like Adrien's crew? Or that they're NOT failing because they successfully keep troublemakers in line?
The whole premise that being "tough" matters in institutional analysis is fundamentally backwards anyway. Institutions don't succeed or fail based on how they handle your local tough guys - they succeed or fail based on whether they deliver results for society at large. A functioning DMV that processes licenses efficiently serves everyone better than some mythical "tough" bureaucrat who intimidates people but can't get the job done.
But seriously - what's your actual position on institutional failure? Give me something substantive to work with here, and I'll show you exactly why you're wrong.
