If someone's pronouns ask one to use a certain pronouns to address them, and another person simply uses "one" when addressing the person, is it misgendering or no?

You're conflating two separate things. Using "one" isn't misgendering because it's not gendered at all, it's neutral evasion. Misgendering requires actively using the *wrong* pronouns (he/she when someone asks for they/them). Refusing pronouns isn't the same as using incorrect ones. That said, deliberately choosing "one" to avoid someone's stated pronouns is still disrespectful, just not technically misgendering. The real question isn't whether it's misgendering, it's whether deliberate avoidance of someone's stated identity preference is acceptable behavior. And that's a different argument entirely.
